Introduction
OQhelpscontrolroomstafffullycomplywiththeDepartmentofTransportation(DOT)operatorqualificationrule49CFR192and49CFR195.Inparticular,OQhelps:
•Configureevaluationsimulationsthataddresscoveredtasks
•AdministeraplanbyschedulingsessionsthatensureOperatorsarequalifiedatappropriateintervals
•EvaluateOperatorperformanceduringasessiontoensurethatitmatchesqualificationcriteria
•KeeprecordsofOperatorqualificationforreviewandaudit
OQaccomplishestheseobjectivesbyprovidingtoolsthatorganizetheOQprobleminto:
•Peopleandtheirtasks
•Evaluationsimulationsandperformancecriteria
•Scheduledandhistoricalevaluationsessions
•Reportsaboutsessions,tasks,users,andsoon
OQisatooltoconfigureandschedulesessions,evaluatetheiroutcome,andproducereportsbasedontheirresults.Thus,AdministratorsandEvaluatorsaretheprimaryusersofOQ.OperatorsdonotoftenuseOQdirectly,otherthantoviewtheirowntranscriptsandschedulesandlaunchtheirownsessions.AuditorsuseOQprimarilytoviewreports.
Architecture
IfyouhaveanupgradedversionofOQthathasbeencustomizedforyourpipelinemodel,thefollowingfigureshowsthetypicalarchitecture.


Componentsandprocesses
IfyouareusinganupgradedversionofOQthathasbeencustomizedforyourpipelinemodel,thefollowinghardware,software,andprocessescomprisetheOQarchitecture:
•OQMachine.APCrunningtheOQsoftware.
•TrainerMachine.AmachinelicensedtorunSPS/Trainer.Ingeneral,thiscanbeamachinerunninganyoftheoperatingsystemssupportedbySPS/Trainer.
•TrainerSCADASystem.AversionoftheSCADAsystemthathasbeenconfiguredtocommunicatewithSPS/Trainerinsteadoftherealpipeline.ThisSCADAsystemmayrunonthesamemachineasSPS/Trainer.AnOperatorusesthisSCADAsystemduringqualificationsessions.
•Network.AsuitablenetworkthatallowsSPS/TrainertocommunicatewiththeTrainerSCADAsystem,andallowsfiles—OQsettingsandresults—tobemovedbetweentheOQmachineandtheTrainermachine.
•OQSoftware.AprogramrunningontheOQmachinethatimplementstheOQfunctionality.ThissoftwareisusedtoedittheOQdatabase,schedulesessions,andgenerateandviewrepor
