Section1-Legislativepowers;inwhomvested
AlllegislativepowershereingrantedshallbevestedinaCongressoftheUnitedStates,whichshallconsistofaSenateandHouseofRepresentatives.

1.TheHouseofRepresentativesshallbecomposedofmemberschoseneverysecondyearbythepeopleoftheseveralStates,andtheelectorineachStateshallhavethequalificationsrequisiteforelectorsofthemostnumerousbranchoftheStateLegislature.

2.NopersonshallbeaRepresentativewhoshallnothaveattainedtheageoftwenty-fiveyears,andbeensevenyearsaCitizenoftheUnitedStates,andwhoshallnot,whenelected,beaninhabitantofthatStateinwhichheshallbechosen.
