苏州市常规公交的营运指标体系构建研究
摘要

在四十年来的改革开放中，中国的经济在高速发展，城市化进程也在不断加快。截止2018年6月，苏州常规公交客运量为5.3亿人次，其地位日益凸显。目前，国内外对公交的营运指标主要侧重于定性方面的研究，即按照一定的评价标准从乘客的主观感知角度对公交营运指标进行评估。很多评价指标很难按照一定的标准进行量化，因而对公交营运指标的评价主要是依靠专家的经验和知识。为了得到客观的评价值，本文采取AHP层次分析法，结合具体案例将不同专家意见进行统合。
建立一套科学的常规公交运营指标体系，能够客观反映苏州公交发展中存在的问题。本文基于对常规公交的营运系统的研究，分别从运营调度、安全状态、服务水平、与轨道交通接驳这四个方面构建了营运指标体系，将苏州的营运指标与目前公交先进城市深圳的指标体系进行对比研究，指导苏州公交公司在营运上进行优化改进，提升苏州公共交通的吸引力，从而有效缓解当前城市交通拥堵的状况。

Abstract

Inthepast40yearsofreformandopeningup,China'seconomyhasbeendevelopingatahighspeed,andtheprocessofurbanizationisalsoaccelerating.AsofJune2018,thenumberofregularbuspassengersinSuzhouhasreached530million,anditsstatushasbecomeincreasinglyprominent.Atpresent,thedomesticandforeignbusoperationindicatorsmainlyfocusonqualitativeresearch,thatis,accordingtocertainevaluationcriteria,thebusoperationindicatorsareevaluatedfromtheperspectiveofpassengers'subjectiveperception.Manyevaluationindicatorsaredifficulttoquantifyaccordingtocertainstandards,sotheevaluationofpublictransportoperationindicatorsmainlydependsontheexperienceandknowledgeofexperts.Inordertoobtainobjectiveevaluationvalue,thispaperadoptsAHPanalytichierarchyprocess,combiningwithspecificcasestointegratedifferentexpertopinions.
EstablishingascientificindexsystemofroutinepublictransportoperationcanobjectivelyreflecttheproblemsexistinginthedevelopmentofSuzhoupublictransport.Basedonthestudyoftheoperationsystemofconventionalpublictransport,thispaperconstructstheoperationindexsystemfromfouraspects:operationdispatch,safetystatus,servicelevelandconnectionwithrailtransit.TheoperationindexsystemofSuzhouiscomparedwiththatofShenzhen,anadvancedcityofpublictransport,whichcanguidetheoptimizationandimprovementoftheoperationofSuzhoupublictransportandenhancetheattractivenessofSuzhoupublictransport.Andeffectivelyalleviatethecurrenturbantrafficcongestion.
