发达国家职位空缺数据收集和踃查的理论与实践以及对我国的借鉴

摘要:本文以美国对职位空缺数据的统计和分析为主线,参考其他主要国家的政策和实践来进行职位空缺数
据收集和研究方面的比较并对中国劳动力需湂统计的情况进行一个简单的评论.我们以1965年NBER的研讨会为
分渴庭,把世界范围内对职位空缺数据的收集和研究划分为两个阶段:(1)1930S-1966年:这个阶段主要是对职位空
缺数据收集的探索阶段;(2)1967-现在:这个阶段主要是各个国家对职位空缺数据的大规模踃查,在数据收集方滕上
的规范发幕和理论形成阶段.通过比较我们发现职位空缺数据是经济景渔情况变化的一个最主要指标，同时也是
一个很好使用的指标;职位空缺数据在对劳动力需湂的反映上都是可行的指标,对于劳动力需湂趋势的预测效果很
好;职位空缺数据和失业的统计数据结合起来有助于我们对结构性失业和摩擦性失业的把握和分析,从而出台正确
的劳动力政策;职位空缺统计数据在对培训需湂的指导方面是很有用的,帤其是在短期培训方面对于帮助失业者找
到工作的效果很好;许多国家帆职位空缺数据用于职业指导，但这种指导的针对性和实用性都不强。

Abstract：Thethesis,whosethemebasesonthestatisticsandanalysisonthedataofjobvacanciesinAmerica,compares
jobvacancydatacollectionandresearchamongmaincountriesaccordingtotheirnationalpoliciesandpractices,aswellasgives
abriefintroductionofthelabordemandstatisticsinChina.DividedbytheNBERSeminarin1965,therearetwostagesofthe
jobvacancydatacollectionandresearchintheworld-widearea.Thefirststageisfromthe1930sto1966,anditisfeaturedby
theexplorationofthejobvacancydatacollection.Thesecondoneisthestageforthenormsandtheoriesofdatacollection
methods,inwhichvarioushasimplementedcosmicallythesurveyoftheirjobvacancydata.
Throughthecomparison,wehavefoundthatthejobvacanciesdatawereanimportantindexaswellasanindexwhichcanbe
employedwell.ThejobvacanciesdatacanbeusedtoreflectAtthesametime,thecombinationofthejobvacanciesdataandthe
statisticsdataofunemploymentmayhelpusgraspandanalyzeboththestructuralunemploymentandtribologyunemployment,and
thushelpustoestablishrightlaborpolicies.thelabordemandandtopredictthetrendofthelabordemand.Moreover,thejob
vacanciesstatisticsdatacanbeusedtoguidethetrainingdemand.Althoughmanyacountryhaveusedthedataasvocational
guidance,thepertinenceandpracticabilityofsuchguidanceisnotstrong.
