Abstract
AsacitylocatedinnortheasternChinawithahumidcontinentalclimate,Jinzhouhasalwaysbeenpronetofloodingduringtheannualrainyseason.Thefloodshavebroughtgreatlossesintermsofbothhumanlivesandproperties,whichhavecaughttheattentionofthegovernmentandthepublic.Inthispaper,wewilldiscussthesocialcausesoftheJinzhoufloodsandevaluatetheeffectivenessoffloodpreventionandmitigationmeasures.
Introduction
Inrecentyears,JinzhouCityhasexperiencedseveraldisastrousfloodswhichhaveseverelyimpactedthelivelihoodsoflocalresidents.Thefloodin2018wasthemostseveredisaster,whichcausedthehighestnumberofcasualtiesandpropertylosses.Thisdisasterhasarousedwidespreadconcernaboutthefundamentalcausesoftheflooding,andeffectivemeasurestomitigatedisastereffects.ThispaperisgoingtoanalyzethesocialcausesoffloodinginJinzhou,aswellasevaluatetheeffectivenessoffloodpreventionmeasures,andprovidesomesuggestionsforfurtherreducingthedisasterimpact.
CausesofJinzhouFlooding
Naturalfactors
Jinzhou'sgeographiclocationmakesitanobvioustargetforfloods.ThenorthernpartofJinzhouissurroundedbymountains,andthecentralareaisdominatedbyriversandlakes,whichbringsalotofprecipitationintherainyseason,leadingtosevereflooding.ThecomplextopographyandtopographyofJinzhoumaketheflowofwaterrapid,andthefloodsituationisverydangerousintheurbanarea.
