测量误差的可靠性
Sinceeverytechniqueofmeasurementissubjecttounavoidableerror,surveyorsmustbeawareofallsourcesandtypesoferrorandhowtheycombine.Iftheaccuracyofameasurementisdefinedasthenearnessofthatvaluetoitstruevalue(aquantitywecanneverknow)thenasurveyormustensurethatthetechniqueshechooseswillproducearesultthatissufficientlyaccurate.Hemustknow,therefore,howaccurateheneedstobe,howtoachievethisaccuracyandhowtocheckthattherequiredaccuracyhasbeenachieved.

Achievingthespecification
