摘要

南海诸岛自古以来就是中国领土。近年来，中国与南海周边国家就南海诸岛间的争端愈演愈烈；美国、日本、印度等国家纷纷插足到南海岛屿争端中，使得南海区域的安全局势更加复杂化。南海诸岛及南海区域安全形势的不确定性不仅使我国在南海的安全利益与国家利益面临严峻挑战；而且牵涉到我国与争端各国的国际关系如何处理的外交层面。由于南海问题涉及国家主权、资源、航运、地区影响力等诸多层面的问题，牵涉到其中的国际主体与影响因素较多，因此，增添了南海诸岛争端的复杂性，南海争端的问题呈现出多边化、国际化和大国政治化的趋势。妥善有效地应对南海诸岛争端，维护南海岛屿的安全对于中国的主权维护与国家利益来说，意义尤为重大。特别是随着中国的经济发展及以与各国的国际关系和平友好交往中，都决定了中国必须在维护南海通道安全上担起更大的责任。因此，通过和平方式解决寻求解决南海诸岛争端的有效机制是中国当前刻不容缓的重大任务。

Abstract

TheSouthChinaSeaIslandsareChinaterritorysinceancienttimes.Inrecentyears,theIslandsDisputeoftheSouthChinaSeabetweenChinaandthesurroundingcountriesoftheSouthChinaSeaintensified;TheUnitedStates,Japan,IndiaandothercountrieshavecometotheislandsdisputeintheSouthChinaSea,makingthesecuritysituationintheSouthChinaSeaareaismorecomplicated.TheuncertaintyoftheislandsintheSouthChinaSeaandtheSouthChinaSearegionalsecuritysituationnotonlyChina'snationalinterestandsecurityinterestintheSouthChinaSeaisfacingseverechallenges,andinvolvesthediplomaticlevelofhowtodealwiththerelationshipbetweenChinaandothercountriesinthedispute.DuetotheSouthChinaSeaissuesconcerningstatesovereignty,resources,shipping,theinfluenceofanareamanyaspectsoftheproblem,involvingthemorethesubjectandinfluencefactors,therefore,addstothecomplexityofthedisputeoverislandsintheSouthChinaSea,SouthChinaSeadisputeshowingamultilateral,internationalandpoliticalpowerofthetrend.ProperlyeffectivelydealwithdisputesoverislandsintheSouthChinaSea,themaintenanceofislandsintheSouthChinaSeaSecurityforChina'ssovereigntymaintenanceandthenationalinterestisofgreatsignificance.EspeciallywiththedevelopmentofChina'seconomyandthecountriesandtheinternationalrelationsofpeaceandFriendshipAssociation,ChinamustsafeguardthesecurityoftheSouthChinaSeachannelbeargreaterresponsibility.Therefore,toseektheeffectivemechanismtoresolvethedisputesintheSouthChinaSeaIslandsisamajortaskforthecurrenturgentChinesethroughpeacefulmeanstoresolve.
