Themarineindustryisavitalpartoftheglobaleconomy,withshippingbeingthemostcost-effectivewayoftransportinggoods.However,shippingoperationsarerisky,andsafetyisofparamountimportance.Therefore,itisnecessarytoensurethatthecrewonboardshipsiscompetentandtrainedadequatelyintheirrespectivefields.Inthiscontext,theabilityoftheship'sengineerstooperatetheengineroomandmachineryefficientlyisofutmostimportance.Inordertoassessthisability,theInternationalConventiononStandardsofTraining,CertificationandWatchkeepingforSeafarers(STCW)introducedtheRule11competencyfortheChiefEngineerofficers.ThispaperwilldiscusstheRule11andtheimplicationsofitsimplementation.
Background:
TheSTCWConventionof1978anditsamendmentshaveplayedanimportantroleinstandardizingthetraining,certification,andwatchkeepingrequirementsforseafarersworldwide.TheConventioncoversawiderangeofseafarer'sduties,suchasdeckandengineroomoperations,navigation,safety,andsecurity.TheSTCWConventionismandatoryforallseafarerswhoserveoninternationalvoyages,anditspurposeistoensurethatseafarersreceiveadequatetrainingandcertificationfortheirrespectiveduties.
TheSTCWConventiondefinestheminimumstandardsforseafarertrainingandcertification,includingtherequirementsfortheChiefEngineerOfficer.TheConventionspecifiesthatalltheshipswithapropulsionpowerof750kWandaboveshallhaveanappropriatelyqualifiedandexperiencedChiefEngineerOfficeronboard.Furthermore,theChiefEngineerOfficermustmeettherequirementsoftheRule11oftheConvention.
