Abstract
Theimplementationoftheriver(lake)chiefsysteminQiannanPrefecturehasachievedremarkableresultsinpromotingwaterecologicalprotectionandmanagement.However,therearestillsomeproblemsintheimplementationprocess,suchasfundingshortage,technicaltrainingdeficiency,andweakcoordinationamongdepartments.Inordertofurtherpromotetheimplementationoftheriver(lake)chiefsystem,itisnecessarytostrengthenfinancialsupport,improvetechnicalguidance,andenhanceinter-departmentalcoordination.
Introduction
QiannanPrefectureislocatedinthesouthernpartofGuizhouProvince,withatotalof8,787riversand2,871lakes.Inordertosolvetheproblemsofwaterpollutionandecologicaldegradation,thelocalgovernmenthasbeenpromotingtheimplementationoftheriver(lake)chiefsystemsince2015.Thissystemaimstoestablishaclearwatermanagementresponsibilitysystem,strengthentheroleofriver(lake)chiefsandenhancethecooperationbetweenvariousdepartments.

Afterfouryearsofimplementation,theriver(lake)chiefsystemhasachievedremarkableresultsinimprovingwaterecologicalprotectionandmanagementinQiannanPrefecture.Theriver(lake)chiefshaveplayedanimportantroleinstrengtheningwatermanagementatthegrassrootslevel.
Firstly,thesystemhaseffectivelypromotedtheestablishmentofadynamicmonitoringmechanismforwaterqualityandecologicalenvironment,andimprovedtheaccuracyandtimelinessofenvironmentalmonitoringdata.Thisprovidesascientificbasisfordecision-makinginwaterresourceprotectionandmanagement.
Secondly,theriver(lake)chiefsystemhasgreatlyimprovedthelevelofpublicparticipationinwaterresourceprotectionandmanagement.Throughvariousformsofpublicityandeducation,thepublic'sawarenessofwaterprotectionhasbeenenhancedandthepublic'sparticipationinwatermanagementhasbeenactivelypromoted.
Thirdly,theriver(lake)chiefsystemhasenhancedthecooperationbetweenvariousdepartments.Byestablishingacleardivisionoflaborandcoordinationmechanism,theimplementationofwaterprotectionandmanagementhasbeenimproved.
