Abstract:
ThispaperaimstoexplorestrategiesfortheintegrationoftheHukousystemandrurallandpropertyrightsreforminChina.TheHukousystem,whichreferstothehouseholdregistrationsystem,isdeeplyrootedinChina'ssocietyandhassignificantimplicationsforindividuals'welfareandmobility.Ontheotherhand,thereformofrurallandpropertyrightsaimstoimprovetheefficiencyandfairnessoflanduseinruralareas.However,thesetwosystemshavebeentraditionallyseparateandlackintegration.Thispaperexaminesthechallengesandpotentialsolutionsforintegratingthesetwosystems.Thefindingssuggestthataholisticapproachthatconsidersbothsocialandeconomicfactorsiscrucialforthesuccessofthisreform.Theidentifiedstrategiesincludepromotinginclusiveurbanization,strengtheninglandpropertyrights,improvingsocialwelfareprovisions,andestablishingeffectivegovernancemechanisms.ThesestrategiescancontributetothesynchronizationoftheHukousystemandrurallandpropertyrightsreformforcreatingamoreequitableandsustainableruraldevelopmentmodelinChina.
1.Introduction
China'srapidurbanizationhascreatedsignificantchallengesinbalancingurban-ruraldevelopment,socialwelfare,andlanduserights.TheHukousystem,establishedinthe1950s,hasbeenavitaltoolforsocialcontrolandurbanizationmanagement,butithasledtoinequalityandlimitedmobilityforruralresidents.Conversely,thereformofrurallandpropertyrightsaimstoempowerfarmers,enhanceland-useefficiency,andimproveruraldevelopment.However,thelimitedcoordinationbetweentheHukousystemandrurallandpropertyrightsreformhashinderedtheachievementofthesegoals.ThispaperinvestigatesstrategiesforintegratingthesetwosystemstopromotefairandsustainableruraldevelopmentinChina.
