Withtherapiddevelopmentofairtransportation,Englishproficiencyhasbecomeakeyrequirementforairtrafficcontrollers(ATCOs)toensuresmoothandsafeairtrafficcontrol.TheresponsibilitiesofATCOsarequiteimportant,astheyareresponsibleformonitoringandguidingaircraftintheairspace,ensuringthataircraftflysafely,andavoidingcollisions.Therefore,manycountrieshavesetupstrictEnglishproficiencyrequirementsforATCOs.However,therearedifferencesintheEnglishproficiencystandardsforATCOsindifferentcountries.ThispaperaimstocompareandanalyzethedifferencesinEnglishproficiencystandardsforATCOsindifferentcountries.

AccordingtotheInternationalCivilAviationOrganization(ICAO),theinternationallanguageofairtrafficcontrolisEnglish.ThismeansthatATCOsmustbeproficientinEnglishinordertoperformtheirduties.ThelevelofEnglishproficiencyrequiredbyvariouscountriesforATCOsvaries.SomecountrieshavestrictEnglishproficiencystandards,suchastheUnitedStates,Australia,theUnitedKingdom,andCanada.Othercountrieshaverelativelylenientstandards,suchasChinaandRussia.

ToassesstheEnglishlanguageproficiencyofATCOs,manycountrieshavedevelopedtheirownEnglishlanguagetests.Forexample,intheUnitedStates,theFederalAviationAdministration(FAA)requiresATCOstopasstheEnglishLanguageProficiency(ELP)test,whichisbasedontheICAOLanguageProficiencyRatingScale.TheELPtestassessesanATCO'sabilitytounderstandanduseEnglishforaeronauticalcommunicationspurposes.ThetestevaluatestheATCO'sabilitytounderstandstandardphraseology,non-routinesituations,andtechnicalaviationlanguage.Inaddition,theELPtestassessestheATCO'sabilitytospeakinaclearandconcisemanner,aswellastheabilitytounderstandandrespondquicklytoinstructions.
