第一篇：1300外文文献翻译AgriculturalLandandRegulationintheTransitionEconomyofRussiaEkaterinaGnedenko1&MichaelKazmin2Publishedonline:7July2015#InternationalAtlanticEconomicSociety2015JELClassificationC10.L33.O57.Q00ThisresearchnoteexploresthelinkbetweenfarmlandconversionandexistinglandregulationinRussia.WeconcludethatlandregulationislaggingthenewmarkettrendsinthetransitioneconomyofRussia.Asmarketforcescontinuetopenetratetheeconomy,apparentmanagerialandstatutoryproblemswithregardtolocalland-useplanningandregulationprecludemoreeffectiveuseofland.Respondingtotheneedforattractinginvestmentinagriculture,theRussianMinistryofScienceandEducationprovidedfundsforourresearchprojectthatinvolvesprimarydatacollectionandeconometricanalysisoftheinterdependenciesbetweengovernmentalpoliciesandfarmlandloss.Ouruniquedatasetcontainssocioeconomic,demographicandspatialgeographic2010datafor39municipaldistrictsintheMoscowmetropolitanregion.Theeconometricanalysisofthisdatasetisusedtoexploretherelationshipamongfarmlandquantity,itsassessedvalue,theshareofprivatizedfarmland,farmlandtax,andland-usezoninginthesimultaneousequationsframework.WhiletheRussianmarketforrealestatehasdevelopedquickly,themarketforagriculturallandisstillthin.Farmlanddealsarelimited,partlybecauseofthelingeringuncertaintyaboutfarmlandpropertyrights.Thestate-ownedfarmlandisstillsignificant.OurMoscowregionaldatasuggestastrongpositiverelationshipbetweenthefractionofprivatizedfarmlandandfarmlandacreage,althoughthefractionofinpiduallyandcollectivelyprivatizedfarmlandisonly57%.Thedirectsaleoffarmlandtoforeignersisprohibiteddecreasingpotentialforeigninvestmentaswell.Asaresult,theareaoccupiedbyagriculturallandshasbeensteadilydecreasinganddeterioratinginquality.Duringtheperiod1990to2005,tillablelandsinRussiahaveshrunkby10.5millionhectares(7.9%oftillablelands).Lackingexperienceandadequateknowledge,localgovernmentsarestuckwiththelandconservationpoliciesavailabletotheformerUSSR.Inparticular,inanattempttocontainthelossofprimefarmland,th
