第一篇：中国保障性安居工程SocialhousinginChinaNowayhomeGivingtheurbanpooraplacetocallhomeOct15th2011|BEIJING|fromtheprinteditionIFTHEREisonethingthatannoysthemanontheBeijingomnibus,itisthecostofhousinginChina’scities.Byunofficialestimates,theaveragepriceofaflatinthecapitalhasrisenbetweenfiveandten-foldinthepastdecade.SoLiKeqiang,whoislikelytobecomeChina’snextprimeminister,istryingtoshowhismettlebysortingouttheproblem.Underhisdirection,localgovernmentshaveembarkedonacampaigntobuildunprecedentedquantitiesofsocialhousingfortheurbanpoor.Officialshavebeenclaimingaspectacularsuccess,butpersuadingcitizenstosharetheirjoyisprovinganothermatter.PressurefromMrLilooks,onthesurface,tobepayingoff.Officialstatisticssuggestthatinrecentweeks,localgovernments(notnormallyknownfortheirenthusiasmforspendingmoneyonthepoor)havebeenracingtomeettheirquotasfortheyear.OnOctober10ththecentralgovernmentdeclaredthatatargetofstartingworkon10msocial-housingunitsthisyearwas98%complete.InSeptemberalone,workbeganon1.2munits—morethantwicethenumberofprivatehomesAmericabeganbuildinglastyear.Thecentralgovernmentisnotjusttryingtowoothepoor.Italsoseestheprojectasawayofpeppinguptheeconomyatatimeofglobalgloom.Thisyear’stargetrepresentsa70%increaseintheconstructionofsocialhousingcomparedwith2010(seechart).InMarchthegovernmentannouncedagoalofcompleting36munitsby2015.Ifthreepeopleonaverageliveinoneflat,thiswouldbetheequivalentofbuildingnewhousingforthecombinedpopulationsofBritainandPoland.Somestate-controllednewspapershave,however,beenairingscepticism.ThesurgeinconstructionhasbeencomparedbyafewcommentatorstoMaoZedong’sGreatLeapForwardofthelate1950s,whenlocalgovernmentsviedwithoneotherintheirincreasinglyimplausibleclaimsofsoaringoutput.“Thiskindoffarceisshowingsignsofmakingacomeback”,saidacolumnistinPanyuDaily,anewspaperinthesouthernprovinceofGuangdong.InSeptemberalone,othersnoted,Guangdong’sreportedfulfilmentofitsquotafortheyearincreasedfrom66%(thecountry’slowestrate)to96%,thankstoworkstartedonanother291,000units
