东北农业大学学士学位论文学号：1920720001F3028农林经济与农村发展之农村公共产品Ruralpublicgoodsofagriculturalandforestryeconomyandruraldevelopment学生姓名：翁华冬指导老师：所在院系：网络教育学院所学专业：农学研究方向：农林经济和农村发展之农村公共产品东北农业大学中国·哈尔滨2021年8月摘要在市场经济下，如何提高农业生产效益，增加农村经济收入，一直是国之所研方向。目前农村生产效益高低受市场环境、品质、人文、政策等条件影响和制约。我国农村公共产品是供给范围不同农民生活消费和享用的，它带有公益性等性质的各类物质、服务类产品。有涉及农村所在供水、供电和道路公建设施基础等，还有社区服务、农村环境整洁和农村义务教育和计划生育等社会事业等方方面面。作为力所能及，在政策范围内可以完善的制度和体制，我们有必要加以讨论完善，从而改善农村整体环境和教育制度等。不要单纯停留于表像，深入现场，国家给予政策，扩大喧传等。改革开发后，农业这个版块，农村基本经营单位和相关责任机关的变化，使原有的一些农村公共分配秩序与调配关系发生了变化，农村公共产品的供给机制也相继有了较大的调整。可是目前的状态，在大范围的历史转折过程中，因为一些现实原因，各地在操作中缺乏各类制度和理论结合的一套完整而系统的运作机制。其各省市县村在对农业基础设施、农村公益事务、技术指导等供给制度上都没能有效的推行，很多还停滞不前。目前的“乡政村治”形式的农村公共产品供给机制绝大部分还是人民公社那个年代供给机制延伸。关键词：农村经济农村教育弱势城乡二元结构公共产品机制多主体AbstractUnderthemarketeconomy,howtoimproveagriculturalproductionefficiencyandincreaseruraleconomicincomehasalwaysbeentheresearchdirectionofourcountry.Atpresent,theefficiencyofruralproductionisaffectedandrestrictedbymarketenvironment,quality,humanities,policiesandotherconditions.Chinasruralpublicgoodsareconsumedandenjoyedbyfarmerswithdifferentsupplyranges.Theyareallkindsofmaterialandserviceproductswiththenatureofpublicwelfare.Itinvolveswatersupply,powersupplyandroadpublicconstructioninfrastructureinruralareas,aswellascommunityservices,ruralenvironmentalcleanliness,ruralcompulsoryeducation,familyplanningandothersocialundertakings.Asasystemandsystemthatcanbeimprovedwithinthescopeofpolicy,weneedtodiscussandimproveit,soastoimprovetheoverallruralenvironmentandeducationsystem.Dontjuststayintheappearance,godeepintothescene,givepoliciesbythestate,expandnoise,etc.Afterthereformanddevelopment,thechangesinagriculture,ruralbasicbusinessunitsandrelevantresponsibleorganshavechangedsomeoftheoriginalruralpublicdistributionorderandallocationrelations,andthesupplymechanismofruralpublicgoodshasbeengreatlyadjustedoneafteranother.However,inthecurrentstate,intheprocessofawiderangeofhistoricalturningpoints,duetosomepracticalreasons,alllocalitieslackacompleteandsystematicoperationmechanis
