AsofourgeographicalsituationTurkeyconnectsEuropetoAsia,andsuchstrategiclocationmakesTurkyanatural"energybridge"andconsumermarketsbetweenareasintheMiddleEastandCaspianSearegions.However,morethanhalfoftheenergydemandinTurkeyhasbeenmetthroughimports.Moreover,energyplanningstudiesshowthatenergydemandofthecountrywillincreaseparallelwithitsdevelopmentandindustrialization.Soistheotherpartsintheworld.Whereverandwheneveritis,thedemandforenergyisalwaysincreasing.InordertosupportandorientatethetargetgrowthandsocialdevelopmentsofTurkeyandtheworld,weshouldwellexploitandutilizethenuclearpower.Atthesametime,nuclearandradiologicalincidentandemergenciesofvariouscausesandtypesoccurred,especiallytheonehappenedinJapanweeksbefore.Andalltheevidencedemonstratestheimportanceandneedofanefficientsysteminwhichthenuclearpowercanbewellandsafelydeveloped.Followsareouradvice:

Firstchapterconcerningthedevelopmentofnuclearpower:
HumanResourcesDevelopment
Weshouldeducatestudentsinthefieldofnuclearengineering.Thepersonnelinthenuclearfieldinitsresearchandtrainingcenters,laboratories,testfacilities,pilotplantswithoutenergyproducingpurposesandalsoonmayaswellbeeducated.
InternationalCo-operationandInitiatives
Co-operationwithinternational/nationalgroupsontheoreticalandexperimentalprojectsconcerningSMRsandinnovativetechnologieswouldleadtoanincreaseofstaffcapabilitiesandexperienceonnucleartechnologyinTurkey.Thusabetteruseofnuclearpowercanbemade.So,thewideco-operationsystemshouldbesetup.
ResearchandDevelopment
Thenuclearpolicyofthecountryincludesresearchanddevelopmentactivitiesintheapplicationofnuclearenergysectors.

Secondchapterconcerningthesafetyofnuclearenergy:
Thesettingupofanefficientinternationalresponsesystemincludinginfrastructuralandfunctionalcomponents,emergencyplans,procedures,andinternallyconsistentoperationalcriteriashouldbeontheway.Theemergencypreparednesssho
