Introduction:
Cross-borderwaterallocationisanincreasinglyimportantissueintoday'sworld,asthedemandforfreshwaterresourcescontinuestoriseduetopopulationgrowth,industrialization,andclimatechange.Effectivewaterallocationrequirestheestablishmentofkeyindicatorsthatconsiderbothinternationaltreatyprovisionsandrelevantcasestudies.Thispaperaimstoanalyzethefactorstoconsiderwhendeterminingtheseindicatorsandproviderecommendationsfortheirimplementation.
1.InternationalTreatiesonWaterAllocation:
Internationaltreatiesplayacrucialroleinguidingtheallocationofwaterresourcesbetweencountries.Inordertodeterminethekeyindicatorsforcross-borderwaterallocation,itisimportanttounderstandthekeyprinciplesandprovisionsoutlinedinthesetreaties.Forexample,the1997UnitedNationsConventionontheLawofNon-NavigationalUsesofInternationalWatercoursesemphasizestheequitableandreasonableutilizationofwaterresources,takingintoaccounttheinterestsofallrelevantstates.
2.EquitableAllocation:
