Abstract:
Thispaperaimstoexploretheregulatorychallengesposedbyoverseasnon-governmentalorganizations(NGOs)inShandongProvince,China.ItbeginsbyprovidinganoverviewofthegrowingpresenceandsignificanceofinternationalNGOs.Subsequently,itexaminestheregulatoryframeworkforNGOsinChinaandhighlightsthespecificissuesfacedbyShandongProvinceinimplementingeffectivecontrolmeasures.ThepaperconcludesbyproposingrecommendationsandstrategiesthatcanbeadoptedtoenhancethesupervisionofoverseasNGOsinShandongProvince.
1.Introduction:
ShandongProvince,locatedineasternChina,hasexperiencedarapidincreaseinthenumberandinfluenceofoverseasNGOsinrecentyears.TheseNGOsperformadiverserangeofactivities,suchasdisasterrelief,povertyalleviation,culturalexchange,andenvironmentalprotection.Asaresult,itiscrucialtoexaminethecurrentregulatoryframeworkandidentifypotentialareasforimprovement.
2.OverviewofInternationalNGOs:
InternationalNGOshaveplayedasignificantroleinpromotingsustainabledevelopment,facilitatingcross-culturalexchange,andaddressingglobalchallenges.Theyoftenpossessresources,expertise,andnetworksthatcontributetosocialprogress.However,theiractivitiesalsopresentchallengesrelatedtotransparency,accountability,andcompliancewithlocallaws.
3.RegulatoryFrameworkforNGOsinChina:
ChinaimplementedtheLawontheManagementofDomesticActivitiesofOverseasNGOsin2017,whichestablishedalegalframeworktoregulatetheactivitiesofoverseasNGOs.ThislawrequiresNGOstoregisterwithapublicsecurityauthorityandobtainpermissionbeforeconductingactivitiesinChina.AlthoughthislawhasclarifiedsomeaspectsofoverseasNGOactivities,ambiguitiesremain.
