Introduction:
ThedivisionoflegislativepowersbetweenthecentralandlocalgovernmentsincontemporaryChinaisacomplexandevolvingsubjectthathassignificantimplicationsforgovernance,policymaking,andtheoverallfunctioningoftheChinesepoliticalsystem.Inrecentdecades,Chinahaswitnessedarapideconomicandsocialtransformation,leadingtotheneedforimprovedgovernancestructuresandmoreeffectivelegislativeframeworks.ThisresearchpaperaimstoanalyzeandevaluatethecurrentstateoflegislativepowersdivisionbetweenthecentralandlocalgovernmentsinChina.
I.HistoricalPerspective:
Tounderstandthecurrentlegislativepowersdivisionbetweenthecentralandlocalgovernments,itisessentialtoexaminethehistoricalcontextthatshapedthissystem.China'spoliticalstructurehasbeencharacterizedbyastrongcentralgovernmentwithaunitarysystem,whichcentralizedlegislativeauthorityprimarilyatthenationallevel.However,inthelate1970s,Chinaintroducedeconomicreformsandopeneduptoforeigninvestment,whichnecessitatedashiftingovernanceandlegislativestructures.
