第一篇：船舶分工和职能船舶分工和职能Divisionoflabor/FunctionofVesselSMM--0340船舶Vessel1.分工Divisionoflabor公司各轮在船长统一领导下，按甲板、轮机两部门为单位,实施安全与防污染操作方案、搞好防恐反恐船舶保安，确保SMS在船有效运行。Allmanagedvesselsshould,underMaster’sunifiedleadership,implementthesafetyandpollutionpreventionoperationsbasedonsuchtwounitsasthedeckandtheenginedepartmentsandimprovetheshipsecurityinanti-terrorismtoensuretheeffectiveoperationoftheSMSonboard.2.职能Function船长是SMS在船运行的总指挥和监控人；MasteristhegeneralcommanderandmonitorwhotakeschargeoftherunningofSMSonboard.甲板部：负责船舶操纵、对外通讯、安全航行、货物操作及港口业务、以及船体和甲板设备的维护等安全与防污染工作。DeckDepartment:Takeresponsibilityforshipmaneuvering,externalcommunications,safenavigation,cargooperationsandportoperations,aswellassafetyandpollutionpreventionworkonmaintainofhullanddeckequipment.轮机部：主管船舶机电设备操作和维护及油料、物料的管理等安全与防污染工作。EngineDepartment:Takechargeofsuchsafetyandpollutionpreventionworkastheoperationandmaintenanceofmechanicalandelectricalequipment,andthemanagementofthefuelandmaterials.3.编制Organization船舶领导：船长Leaderonboard:Master甲板部：大副、二副、三副、GMDSS通用操作员、水手长、木匠、厨工、水手若干名。DeckDepartment:ChiefOfficer,SecondOfficer,ThirdOfficer,GeneralOperatorsofGMDSS,Boatswain,Carpenter，Cook,severalSeamen.轮机部：轮机长、大管轮、二管轮、三管轮、电机员、机匠长和机工若干名。EngineDepartment:ChiefEngineer,SecondEngineer,ThirdEngineer,FourthEngineer,Electrician,No.1MotormanandseveralMotormen.4.职责Duties：各职务人员的职责详见船员安全管理职责的规定。FindtheCrewSafetyManagementDutiesRequirementsforpersonnel’sresponsibilities.SMM—0350船舶/船员的安全管理职责SafetyManagementdutiesofShip/CrewSMM--0351船舶组织机构图如附录Ship’sorganizationalchartastheappendix说明Explain：1.船舶GMDSS的操作职责由船长指派给持有GMDSS操作证人员完成。Ship’sGMDSSoperatordutiesshouldbeappointedbymastertothepersonswhoholdGMDSSoperatorcertificates.2.未配备三副/三管轮的船舶,其职责由船长和轮机长根据具体情况指派给相应人员履行.IftheshipisnotmannedThirdOfficerandFourthEngineer,themasterandchiefengineershouldassigntheirdutiestotheappropriatepersonsdependingonthespecificcircumstances.SMM--0352船员的安全管理职责如下：Thesafetymanagementdutiesofthecrewasfollows:1.船长Master.船长是船舶安全的第一责任人和最高领导人，受公司总经理领导，对总经理负责。全面负责船舶、人员和财产安全及防污染管理。
