我国长期护理保险扩大保障对象可行性研究
【摘要】我国在2016正式开始长期护理保险制度的试点。安庆市、上海市、青岛市等15个城市成为我国制度试点城市，山东省及吉林省作为重点联系省份也被加入到制度试点地域。然而在试点城市中，弱势群体之一的失智人群仅在广州、青岛两个城市中作为保障群体被纳入长期护理保险保障范围中，其他的试点城市目前的保障群体仅包括中、重度失能人员。但随着我国人口老龄化程度的持续加深，除失能老年人数的不断升高外，国内失能残疾人群及失独老人等处于失能状态的人群人数也在不断增加，需要长期失能护理服务的人数也在不断增长，广大群众对长期护理保险需求的呼声渐起。为此，本文对社会性长期护理保险的国内现状进行分析，分析我国长期护理保险扩大保障对象的可能性，提出扩大长期护理保险保障对象或将面对的问题，并以日本、韩国的长期护理保险经验为参考，提出几点应对当前扩大长期护理保险保障对象问题可行的意见和建议。

[Abstract]In2016,Chinaofficiallystartedthepilotoflong-termcareinsurancesystem.15citiesincludingAnqingCity,ShanghaicityandQingdaoCityhavebecomethepilotcitiesofChina'ssystem,andShandongProvinceandJilinProvince,askeycontactprovinces,havealsobeenaddedtothepilotareasofthesystem.Accordingtotheopinionofthepilotsystem,theinsuredofthemedicalinsuranceforurbanemployeesinthepilotareashouldjoininthelong-termcareinsuranceatthesametime,andtheinsuredwhoareinalong-termdisabilitystateshouldbeincludedinthecoverage.Mostcitiesadjustedthecoverageofthelong-termcareinsurancesysteminthepilotareaaccordingtotheactualsituation.However,inthepilotcities,oneofthevulnerablegroups,thedementiapopulation,isonlyincludedinthelong-termcareinsurancecoverageinGuangzhouandQingdao,whiletheotherpilotcitiescurrentlyonlyincludethemediumandseveredisabilitypopulation.ButwiththecontinuousdeepeningoftheagingofthepopulationinChina,inadditiontotheincreasingnumberofdisabledelderly,thenumberofdisabledpeople,youngpeople,andthedisabledelderlyarealsoincreasing,thenumberofpeoplewhoneedlong-termdisabilitycareservicesisalsogrowing,andthevoiceofthemassesforlong-termcareinsurancedemandisrising.Therefore,thispaperanalyzesthecurrentsituationofsociallong-termcareinsuranceinChina,analyzesthepossibilityofexpandingtheobjectsoflong-termcareinsuranceinChina,andputsforwardsomeproblemsthatwillbefacedbyexpandingtheobjectsoflong-termcareinsurance.Basedon
